Through consolidation, the largest Pharmacy Benefit Managers (PBMs) are now owned by or own the biggest health insurers. They operate with little transparency, resulting in higher patient costs, less patient choice, and ultimately limiting patient access.

Special legal treatment for and a lack of competition among these PBMs has led to costly, choice-limiting mandates being forced on patients and their doctors—leading to higher prices and less access to care for patients.
